Estimated read time 24 min read

The battle against smuggling is a tough nut to crack and the Nigeria Customs Service is often a step ahead at putting in place measures to clip the wings of perpetrators whose illegal actions have continued to place the nation’s economy on a retrogressive track.

The service recent focus on petroleum smuggling and the subsequent creation of Operation Whirlwind tactical team, aimed at combating the smuggling of Petroleum Products to the neighbouring countries has been widely described as a welcome development that will further improve strengthen the economic mainstay of the nation, that is, a step in the right direction.

PREAMBLE

To this effect, the Comptroller-General of Customs (CGC) Adewale Adeniyi in stamping his seriousness at confronting petroleum smugglers squarely, on Thursday, 22 May 2024, in Abuja inaugurated a workshop for the newly formed tactical team, Operation Whirlwind.

In his opening remarks, CGC Adeniyi emphasized the crucial role the team will play in protecting the nation’s economy from the adverse effects of smuggling petroleum products, as he declared that economic saboteurs must be brought to justice. “Over the years, we have rebuilt the service to an enviable height, our revenue is increasing, and our targets have also increased. However, if we are not significantly impacting the Nigerian economy, then we must do better”, he said.

The CGC at the event held at the Nigeria Customs Command and Staff College (NCCSC), further said that the workshop is designed to equip the Operation Whirlwind team with the required skills and knowledge necessary to effectively curb smuggling, particularly of petroleum products diverted to neighbouring countries.

CGC Adeniyi highlighted the significance of the workshop and the strategic importance of the new operation. “This is not a task force or the setting up of checkpoints,” he clarified. “This is an intelligence-driven operation that will support the political will at the highest level. Our dedication and loyalty must not be compromised. There will be serious consequences against whoever acts against this mission. There is zero tolerance for sabotage.”

Adeniyi stressed the need for collaboration and unity among the officers. “You were selected because you can do the job. Your coordinator’s record is impeccable, and your assignment can’t succeed without you working as a team. You are to complement the existing structure. You are not going as competitors; you are going to fight people sabotaging our efforts.”

Meanwhile, the Director of Legal Services was scheduled to educate the team on the proper procedures for filing seizures, ensuring that all legal aspects of their operations are handled correctly.

The inauguration of Operation Whirlwind marks a significant step in Nigeria’s fight against smuggling and economic sabotage. As the team prepares to embark on their mission, the Comptroller-General of Customs asserts that the expectation is clear: to protect Nigeria’s economic interests with unwavering dedication and integrity.

To compound to the woes of petroleum smugglers, the Abuja High Command in its wisdom selected a well formidable team led by a revered enforcement officer of customs, a renowned smuggling buster in the history of the service popularly referred to as the ‘anti-smuggling czar’ of the NCS, Comptroller Hussein Kehinde Ejibunu, as the National Coordinator of the team whose operations cut across the nation’s manned and unmanned borders.

However, barely two weeks into the operations of the newly born team, the nation was amazed at the huge moves made by the Ejibunu led team to ramshackle ring of petroleum smugglers and putting their camp in turmoil with spectacularly huge seizures of Petroleum Motor Spirit (PMS) recorded within the short period of time.

It would be recalled that barely two weeks after Nigeria Customs Service launched “Operation Whirlwind”, a decisive onslaught against illegal trade of petroleum products across Nigeria’s borders, the Comptroller-General of Customs (CGC) Adewale Adeniyi, says the Service has started recording massive turnout in curtailing the menace of PMS smuggling across the federation. He further stated that the exercise aimed at curtailing economic saboteurs has the solid support of the Office of the National Security Adviser.

Precisely on Monday, 10 June 2024, in Yola, the Adamawa State capital, the CGC while re-emphasized strategic efforts to address the critical issue of fuel smuggling, announced that operatives attached to the initiative had within seven (7) days of non-stop operation, intercepted a total of 150,950 litres of PMS, valued at N105,965,391, at various locations nationwide.

In the breakdown, he highlighted that on Friday 31 May 2024 and Saturday, June 1, 2024, a total of 45,000 litres each of PMS in a tanker were respectively seized at Mubi, Adamawa State. Similarly, between Monday, 3 June 2024, and Friday, 7 June 2024, a total seizures of 92,928 litres of PMS in 25 litres of different sizes of jerry cans were recorded at Mubi, Song-Wuroboki, Mubi-Sahuda road and Gidan Madara – Sahuda road, in Adamawa state and others in Illela, Sokoto and Agbaragba creek in Mfum border of Cross River State.

The CGC further stated that the Service has also recorded significant seizures of 129,185 litres of PMS valued at N90,558,685 from unpatriotic individuals attempting to deprive Nigerians of access to fuel and cause unnecessary hardship. He added that, a combined diversion of 280,135 litres of PMS of N196,524,075.50 raises serious economic concerns with broader implications on National Security.

The CG however lamented the unfortunate increase in smuggling of PMS across Borno, Kebbi, Sokoto, Taraba, and Katsina states borders between April and May 2024, noting that the Service deemed it necessary to collaborate with the NSA to come up with a lasting solution to ensure that Nigerians enjoy the full benefits of fuel price deregulation in line with the vision of President Bola Ahmed Tinubu.

Continuing, he said, “Between April and May 2024, Borno and Kebbi States recorded 76% and 59% increases in evacuations, ranking among the top three states. On a year-on-year basis (May 2023 and May 2024), Sokoto and Taraba States recorded the most substantial increases in evacuations, with 247% and 234% increases, respectively.”

He said the Service had, in response to the alarming increase in fuel smuggling, launched the initiative to defend the National currency, reduce pressures that may be attributed to the activities of smugglers and dismantle their cartels within the ecosystem.
