The Ports and Terminal Multi-purpose Limited (PTML) Command of the Nigeria Customs Service (NCS) has judging by recent development continued to shine tremendously as its mandates of revenue collection, anti-smuggling and facilitation of legitimate trade entails, despite trade inhibitions occasioned by low cargo throughput, and other poor economic indices.         

The command had with successive Customs Area Controllers (CACs) persistently maintained a geometric improvement, in its determination to better its operations, while enforcing its mandated obligations.

For the present Customs Area Controller (CAC), Comptroller Tenny Mankini Daniyan, who assumed office about few months ago, it has been a masterpiece achievement as he continued to engineer work operations of both his officers and men, as well as stakeholders to fall in line with the service trade rules of engagement for utmost performance and efficiency through several measures place on board.

This fact is attested to in the recent disclosure made by the CAC at a press conference to showcase his third quarter operational scorecard (i.e from January to September), 2024, where he revealed an impressive records of revenue collection, unusual vibrating anti-smuggling exploits which involved contraband goods, weapons, ammunition, and the likes, as well as the command’s commendable efforts at facilitating legitimate trade with an improved turn around clearance time.                 

The command under the watch of Comptroller Tenny Mankini Daniyan have continued to experience tremendous improvements on its operational activities with pragmatic measures put in place to plug revenue loopholes and shore up revenue collection, having attained an unmatched level of cargo clearance time of about two hours with robust trade facilitation attainment, while its eye is affixed on all trade consignments within the command, to ensure that only legitimate goods are exited.                    

While giving details of her third quarter operational scorecard, Comptroller Daniyan without mincing words disclosed a whooping sum of Two hundred and thirty nine billion, two hundred and thirty three million, five hundred and thirty thousand, two hundred and sixty five naira, forty-eighty kobo (N239,233,530,265.48) collected as revenue by the Port and Terminal Multiservices Limited for the months of January to September 2024.

At the briefing, Comptroller Daniyan further revealed that the total collection which is for periods of January to September, 2024 surpassed a total of the N185,785,030,025.47 collected in same nine months period for the corresponding year 2023 with a huge sum difference of N53,448,500,240, and showing a 29 percent increase.

Continuing with the command’s fantastic all round exploits, Comptroller Daniyan also harped on the command’s recent impressive anti-smuggling performance, despite being a revenue oriented arm, as it made varieties of seizures worth a total Duty Paid Value (DPV) of N28,478,034.76 in the guise of personal effects.

Highpoint of the command’s seizures include, arms and ammunition which comprised of two (2) pistols, 260 ammunition, empty shells and cartridges of different types thereby preventing dangerous importation from entering the country.              

It is worthy to note that the seized weapons, arm and ammunition seizures were mostly made from unsuspecting vehicle import purchased online through the command.

The breakdown include: Twelve (12) rounds of 9mm Luger FC Blank ammunition and one (1) 9mm Luger live ammunitions extracted from one used MAZDA CX5 with DPV of N37,405.80; Ten (10) rounds of NIM FC 30-30 blank ammunitions; two (2) rounds of 7.62mm x 39 AK hollow ammunitions; three (3) rounds of WCC NIM Luger 9mm live ammunition and four (4) rounds of C hollow ammunition extracted from one used TOYOTA TACOMA with a DPV of N63,698. 96.

Others are fifty (50) rounds of 76mm live cartridges and one hundred and nine (109) empty shells of 76mm, 70mm, as well as other calibres extracted from one used TOYOTA TACOMA with Duty Paid Value (DPV) of N6,987, 576.00, as well as another fifty one (51) rounds of 12GA Winchester live cartridges extracted from one used LEXUS RX350 with DPV of N1,290,464; One (1) made in China SIGSAUER 1911 pistol with serial No: U03130962526 extracted from One used TOYOTA SIENNA with (DPV) of  N241,354; and One (1) Glock 22 Austria pistol with serial No: KNTO03 and (13) rounds of 9mm hollow ammunition extracted from one used TOYOTA TACOMA with DPV of N 5,310,396.00.

Also impounded from the online purchased vehicles are five (5) rounds of 12GA live cartridges extracted from one used Toyota Tundra with DPV of N25, 304 with a total DPV of N28, 478,034.76.

While showcasing the seizure, the CAC explained that these live rounds of ammunition is to inform all users of PTML about the readiness of our officers to seize without compromise any items that is in contravention of the extant regulation due to command’s zero tolerance for such.       

Similarly, Comptroller Daniyan also showcased some modest seizures of other commodities made from containers and they include: A 1x40ft container No: ACLU9664782 found to contain 2,598 pieces of used motor tyres; six (6) pieces of used fridges; eight (8) pieces of used Rug carpets; two (2) pieces of used mattresses; two (2) bags containing used clothes, shoes and bags, all with a DPV of N8,009,436.00. 

The above seized Container was handed over to the Nigeria Environmental Standards and Regulation Enforcement Agency (NESREA) as directed by the Comptroller General of Customs. Engr. Vonkur David Nankpark, NESREA’s Head of Lagos Ports Operations received the seized items on behalf of the agency’s Director General.         

Also, another seized 1x40ft container No: ACLU9810594 was found to contain foreign parboiled rice and vegetable oil where the following were extracted. They include: 56 bags of premium parboiled rice (45.4kg each), 18 bags of Rice land parboiled rice (22.68kg each), 15 bags of premium parboiled rice (11.34kg each), 20 bags of premium parboiled rice (4.5kg each), while the extracted vegetable oil are 18 kegs of soybean vegetable oil (15.87kg each), all with a DPV of N6,512,400.00.

Still commenting on the arms and ammunition, the Controller said they are under critical investigation before the normal handing over to the appropriate authority, as he noted that a total of three (3) suspect were detained in respect of the seizures and have been granted administrative bail.

Comptroller Daniyan who was elated on the trade facilitation feat of his led command with the disclosure of a record breaking two hours clearance time for compliant RoRo cargoes, was quoted to have said “Within the period under review, our trade facilitation and ease of doing business strategies have been sustained with our record breaking two hours clearance time for compliant RoRo cargoes.

“An efficient and accessible dispute resolution committee has been strengthened and working harmoniously to regularly brief the Customs Area Controller with a view to quickly resolving all trade disputes. This committee contributed immensely to the success recorded during the period of nine months.

“I want to appeal to our compliant traders to always make sincere declarations, avoid smuggling and take advantage of the various products put in place by the CGC like Time Release Study (TRS), Authorized Economic Operators (AEO) programme and Advance Ruling (AR) to help facilitate trade

“Since my assumption of office, I have prioritised the command’s relationship with all our stakeholders by strengthening the existing cordial relationships sustained over the years. This is applicable to both government and private sector stakeholders. This is in line with concept of constant stakeholder engagement for maximum cooperation engendering peace, harmony and trade facilitation.

“My interactions with importers, licensed customs agents, freight forwarders and terminal operators have contributed greatly to the harmonious operation you see in the command and we shall continually build on this to promote the overall objectives of the federal government.

“The constant engagement with our host PTML and Grimaldi management on the need to diversify their operations has resulted in their expansion to the far east by opening their office in shanghai-china. Currently goods -mainly RoRo vehicles are being shipped from china to Nigeria, this will subsequently result in increased revenue collection for NCS as time goes by.

“Our capacity to handle more RoRo cargoes is supported by the command’s track record of efficiency which has been severally demonstrated through timely clearance of automobiles and other cargoes” the CAC said

However, during the question and answer session, Comptroller Adeniyan reiterated that the adopted measures by his management team have led to an improved compliance patronage, despite low imports which is not peculiar to the port and the nation in general.

He said, the command under his watch have been up and doing to plug all avenues of revenue leakages, achievement huge compliance among stakeholders, put in place dispute resolution mechanism to bring back stakeholders that have left using the port due to unpleasant reasons, others and that all these have cumulatively gave rise to the shore up if the command’s revenues in recent times.
