This can best describe the attributes of Comptroller Frank Okechukwu Onyeka, the incumbent Customs Area Controller (CAC) of TinCan Island Port Command, the second largest performing revenue collection command of the Nigeria Customs Service (NCS), whose leadership in the last one year at the command has continued to be an inspiration to many judging by his vibrant leadership prowess, made virile by his massive interpersonal skills, effective working collaboration with officers and relevant stakeholders, robust work intelligence-driven mechanism, never before envisaged humane posture, and many other positive leadership brands that have cumulatively brought performance at the command to stardom.

The recent disclosure by the CAC of a total revenue collection of N1,609,874,328,972.55 trillion for the 2025 fiscal year, which marked a significant milestone in the Command’s operational history, during a colourful award ceremony organized to recognise and reward officers whose dedication and professionalism contributed to the record-breaking performance, is indeed a masterpiece.

According to him, the amount collected surpassed the Command’s annual revenue target of ₦1,524,669,999,478.52 by a notable margin of ₦85,204,329,494.03

According to the press release signed by the Command’s image maker, CSC Oscar Ivara, in respect to the event held on Wednesday, 28 January 2026 at it’s headquarters in TinCan, Lagos, the feat was described by Comptroller Frank Okechukwu Onyeka as an achievement which was based on the result of collective effort, enhanced efficiency and transparency, rather than individual contributions.
Quoting him to say, “A tree can never make a forest. I could not have done it alone, too much has been given to us, and much is expected. Officers deserve appreciation for their tireless efforts,” he said.

To this, he explained that the awards ceremony reflected a renewed culture within the Service to recognise diligence, professionalism and shared responsibility among officers.
The CAC also highlighted operational reforms introduced to improve trade facilitation and internal efficiency, particularly the B’Odogwu clearance system and the Time Release Study (TRS) which was launched primarily as a measure to eliminate unnecessary delays in port procedures and processes.
Onyeka further explained that the Comptroller General of Customs Bashir Adewale Adeniyi MFR PhD recently launched the official Time Release Study assessment report in the just concluded ICD 2026 and the success recorded in TinCan was another highlight of the above success report.

He also noted that this feat have further strengthened the Command’s resolve to accelerate legitimate trade, while maintaining strict regulatory compliance.

Comptroller Onyeka however also expressed deep appreciation to the Comptroller-General and his management team, as well as stakeholders, partners and officers, for sustaining confidence in the Command despite prevailing economic and operational challenges.

Responding to the CAC’s remarks, Deputy Comptroller Admin Essien Esiet, who spoke on behalf of the award recipients, described the recognition as both an honour and a call to greater responsibility.
